A) There are many web companies and individuals to choose from for your next web project so the answer to this depends on whom you are talking to. Technically the design of a website includes the graphics, coding, and placement of the content onto the website.
Q) Why am I not listed high in the search engines?
A) If you are not coming up in the search engines when you think you should be, there are 2 possible reasons. #1 your site is not built in a way to optimize how the search engines index you. Maybe you have too many pictures, not enough text, or poor design. #2 your competitors are doing a better job than you at attracting visitors.
If you are in a competitive industry it may require a professional search engine expert to get you ranked high. A professional will perform an analysis of your site and your competitor's sites. They will help you optimize your site so that it has the best chance of being ranked high. They should also help get your site linked on other web sites, which is something the search engines take into account.
